Raiders rookies, first-year players and select veterans have already started training camp. The full squad comes Thursday, with the first real practice the following day.
The Raiders have three unable to go quite yet.
That crew includes veteran left tackle Donald Penn, still waiting for clearance in his return fully from a Dec. 2017 foot surgery. He could miss a few practices in camp, after being limited to walk-through work during the offseason program.

Penn, second-year defensive tackle Eddie Vanderdoes (knee) and his rookie position-mate P.J. Hall (undisclosed) were placed on the active-physically unable to perform list Monday afternoon.
That designation means they’ll count against the 90-man preseason roster and be eligible to join the regular-season PUP. The injured aren’t expected to be out all summer.
Starting Penn on the shelf should give first-team reps to first-round pick Kolton Miller, valuable to his development whether or not he plays regularly this season. The three-time Pro Bowler isn’t expected to miss an extended stretch.
Vanderdoes suffered an ACL tear in the 2017 regular-season finale, and skipped all offseason practices as expected. He was frequently seen doing side work with trainers, and isn’t too far off.
