Some free agents aren’t able to go on free agent tours because teams don’t want them.

But for Packers outside linebacker Andy Mulumba, the issue is one of his ability to legally travel to see teams.

According to Wes Hodkiewicz of the Green Bay Press-Gazette, Mulumba’s citizenship status has been a factor.

Mulumba moved to Canada with his family when he was 12, leaving the Democratic Republic of the Congo. He has applied for American citizenship and permanent residency, but had to go back to Quebec in February when his work visa expired.

He has visits scheduled this week with the Chiefs and Patriots, but he had to acquire a visitor visa in order to make them.

Mulumba was a restricted free agent, but the Packers didn’t tender him an offer. He tore his ACL in 2014, and played in just six games last year.
