Gay has been fined $15,750 for unnecessary roughness based on the delivery of a forcible blow to the head/neck of a quarterback in the pocket.
The fine confirms that the officials missed the call.
Campbell, who ended up with a concussion, is out for Sunday’s game against the Jaguars.
