Let's break it down.
The Blazers enter Tuesday as the ninth seed in the Western Conference.
Memphis, which has lost all three games so far in the NBA's restart, still holds onto the eighth seed; however, their 3.5 game lead has dissolved to just 2.0 games. They will play the Utah Jazz at 11:30am PT on Wednesday, August 5.
Portland is tied with San Antonio for the ninth seed in terms of games behind Memphis, but holds the tiebreaker due to having played more games and having more wins before the season got suspended. The Spurs will take on the Denver Nuggets at 1pm on Wednesday, August 5.
New Orleans, which remains the favorite to make the eighth seed of the non-Memphis teams according to Vegas, is a 0.5 game behind Portland, but has a much easier strength of schedule the rest of the season. Next up, they will play the Sacramento Kings at 10:30am PT on Thursday, August 6.
Speaking of Sacramento, the Kings are a full (1.0) game behind Portland for the ninth seed and play the Dallas Mavericks at 11:30 a.m. PT Tuesday, August 4.

Then, there's Phoenix, which is the only team fighting for the eighth seed to not lose a game yet in the restart defeating the Washington Wizards and Dallas Mavericks. They are 1.5 games behind the Blazers and play the Clippers at 1:00pm PT on Tuesday, August 4.
UPDATE: Phoenix defeated the Los Angeles Clippers, 117-115, after a game-winner by Devin Booker.
