Zach Eflin will not be ready to come off the injured list this week, Phillies manager Joe Girardi said before Monday night's game against the Washington Nationals.
Eflin, on the injured list with right knee tendinitis, would have been eligible to return Tuesday.
"He's not quite where we need him to be," Girardi said. "He threw a bullpen (Sunday) but it's still not where we think it should be, so we will continue to keep going (with rehab) and see if we can get another bullpen in and see if it gets better."

Spencer Howard has been inserted into the rotation in place of Eflin. He was scheduled to make his second start during Eflin's time on the injured list Monday night.
It was at least conceivable that Eflin could have rejoined the rotation Thursday night in place of struggling Vince Velasquez.
"We haven't made any changes," Girardi said. "Our plans are Vince starting on Thursday."
Velasquez has a 10.91 ERA in his last four starts. Chase Anderson, who opened the season in the rotation, is active and currently working in relief.

"We haven't made that decision that we're going to start Chase yet," Girardi said. "Vinny has struggled. I get that. But right now, it's Vinny."
