Brooks and the Wizards parted ways in June after five seasons with him at the helm. He previously was the head coach of the Oklahoma City Thunder.
Brooks will be returning to the bench as an assistant for the first time since 2008 when he replaced P.J. Carlesimo as the Thunder's interim head coach. He is returning to the Western Conference where he spent the first six years of his NBA coaching career.
Billups is a first-time head coach, so bringing in Brooks is likely a move to add some experience to his staff. It's a common practice in the NBA and around sports.
Brooks will now get an opportunity to work with Damian Lillard and C.J. McCollum, continuing his track record of coaching star guards. He has coached Russell Westbrook (twice), James Harden, Bradley Beal and John Wall in his last two coaching stops.
