The Packers announced that linebacker Nick Perry and running back James Starks did not make the trip to Chicago and have been downgraded to “out” for Sunday.

Perry has a hand injury, and Starks has a concussion.

The Packers started listing wide receiver Ty Montgomery as a running back on their unofficial depth chart this week, and Montgomery could get the start with Starks out. Montgomery started playing running back early in the season when the Packers were hit by a rash of injuries at the position.

Earlier Saturday, the Packers promoted rookie quarterback Joe Callahan from the practice squad as insurance for Sunday due to Aaron Rodgers’ calf injury.
