Viewer call-ins creating penalties: fair or foul?

We’ve all seen it before...a player makes an incorrect drop, gets a favorable ruling or his ball unknowingly moves. The player, and sometimes the rules officials, are not made aware of the situation until a TV viewer calls in to inform them of the infraction.

Is this situation fair, or foul? Should rules be enforced, sometimes days later, because of a viewer tip? Or if the infraction is not noted in the course of play during the day, should the player be allowed to continue the event without penalty?
