    Rookie practice squad QB Pat Devlin took the majority of first-team reps at Dolphins practice Wednesday.
    Matt Moore (concussion) was out. Devlin has yet to be formally promoted from the practice squad, but it sounds like he may be prior to Sunday’s game against the Bills. Moore is still expected to start in Week 15.

    Devlin was a weak-armed game manager at D-IAA Delaware and went undrafted in April. The Dolphins will carry him on the active roster for the final two regular season weeks and give Devlin a shot at a roster spot in the offseason.

    Rookie third-round TE Mike Egnew is -- finally -- active for a game. Bess is out with a hamstring injury. Devlin, Miami’s third-string quarterback all season long, is scheduled for exclusive rights free agency in 2013. In other words, he’ll return as a deep reserve if he makes the roster in ’13 training camp.

    Dolphins GM Jeff Ireland had “strong praise” for reserve QB Pat Devlin after the season, suggesting Devlin could take over as Ryan Tannehill’s primary backup in 2013.
    This is assuming Matt Moore leaves in free agency, which “wouldn’t surprise the Dolphins.” Devlin has not attempted a regular season pass through two years in the NFL. He went 29-of-49 (59.2 percent) for 246 yards (5.0 YPA), one touchdown, and one interception across three preseason appearances in 2012.

    Dolphins assigned an original-pick tender to restricted free agent LB Austin Spitler.
    They’re also retaining ERFA QB Pat Devlin and CB R.J. Stanford at $480,000 and $630,000, respectively. Devlin is a third-stringer with a weak arm. Stanford is a special teamer. Spitler, 26, is another special teamer who can make $1.323 million in base salary once he signs the one-year restricted tag.

    Devlin can either accept the offer or retire from football. With Matt Moore back in the fold, Devlin will be third on the depth chart if the Dolphins decide to carry three QBs. The former UDFA has never attempted a regular-season pass.
