    Cook wasn’t getting enough done on special teams, and he was never going to be an asset on defense. Wilson, who was not picked in this summer’s supplemental draft, has some upside as a free safety prospect.

    Tennessee waived Wilson and signed DeVan on Tuesday. DeVan was likely signed just as a precaution due to the five offensive linemen on the Week 9 injury report. RG Leroy Harris (knee) is out, and RT David Stewart (knee) is questionable.
