    Carter, 25, had an ugly 6.65 ERA and 47/30 K/BB ratio over 65 innings with Class A Kannapolis last season. His stock has really plummeted since he was included in the trade that brought Jake Peavy to Chicago.

    Carter has a 1.69 ERA and a 23/5 K/BB ratio after four starts. The 2008 13th-round pick has the fastball-curveball combination to turn into a quality major league reliever, but the White Sox will continue developing him as a starter and seeing if his changeup comes along.

    Carter, an ODU product, is shaping up as one of the biggest steals in last year’s draft. He was 6-2 with a 3.13 ERA, 103 H and 143/32 K/BB in 118 IP for low Single-A Kannapolis. His fastball-curve combination could make him a major force in relief if he doesn’t come up with the changeup he’ll need to become a starter for the Padres.

    Carter was traded to the Padres from the White Sox in the Jake Peavy deal in 2009, but the Padres recently released him. The right-hander is coming off a down 2010 season and has a 24-year-old that’s yet to reach Double-A, his prospect status has really fallen.
