    Multiple outlets report that the Rangers have signed RHP Florencio Serrano.
    Serrano, 19, gets $850,000 according to Ben Badler of Baseball America. A 19-year-old out of Mexico, Serrano had a $1.2 million bonus with the Cubs nixed in 2017, and it was one of several signings that essentially eliminated the MLB’s deal with the Mexican League. That ban was lifted this March. Serrano was rated as one of the top international pitchers in the that year’s class, and he’s a high-upside arm for the Texas system. You shouldn’t expect to see him in the majors for at least a couple of years.
