Steve Adams of MLBTradeRumors.com reports that Cuban second baseman Yosvani Garcia has been declared a free agent by Major League Baseball.
Garcia, who can also play the outfield, hasn’t been much of an offensive player in Cuba. It’s not clear how much of a signing bonus the 26-year-old would require.
