Bills signed Clemson CB Ryan Carter.
Carter (5’9/184) made 29 starts in the Tigers’ secondary, logging 8.5 career tackles for loss with four interceptions and earning honorable mention All-ACC as a senior. In 2017, PFF College credited Carter with a stingy 42.1 passer rating when targeted. Not invited to the Combine, Carter tested as a meager eight-percentile SPARQ athlete with 4.52 speed. Ultimately, Carter was a good college player whose projection is limited to slot corner and special teams in the pros.
